Keep in mind that this is a very general idea on how to start an agency. Each state is different and some things may vary. Some states require a survey before you get your license and some states after.

1) AGENCY BUSINESS & NAME
We recommend obtaining your agency license in the name of a corporation (without is OK too - it is not necessary).
2) AGENCY LOCATION & PHONE
You need a physical Agency Address. Some states allow you to run your agency from your own home which is a money saver for initially starting your agency.
3) OBTAIN YOUR STATE REGULATIONS
You will find the regulations at your State Home Health or Home Care Licensing Departments Website.You will also find the qualifications for your Administrator & or the Clinical Manager/Director of Nursing or Supervisor.
Requirements are different depending on your state and type of agency. We have information on all the state department requirements. In some states your not required to get an actual Home Care license, for non- medical services. Using tried and tested systems that over 1500 agencies use - is still important to stay in compliance with other state + federal laws.

4) OBTAIN AND COMPLETE YOUR STATE APPLICATION
You will find the application at your State Home Health or Home Care Licensing Departments Website or you may have to request it. Click one of the ageny type buttons to go to an interactive map to get this information.

6) YOU RECEIVE YOUR STATE LICENSE. YOU NEED TO HAVE YOUR AGENCY DOCUMENTATION PREPARED FOR A SURVEY
(YOU ARE SURVEYED BEFORE GETTING THE LICENSE IN SOME STATES)
You can now admit Clients or patient’s & if you want you can bill for Self-Pay, and look into Some Insurance Companies, and Some State Medicaid Waiver Programs for reimbursement.
Note: Some select states also require home health agencies to obtain a certificate of need.
A few states don't require licensing for non-medical home care. It is still important for your new business to have tried and tested systems that can eliminate legal problems, increase efficiency and present a professional image. There are other State and Federal laws that need complying with too that need documenting.
BELOW ARE THE ADDITIONAL STEPS THAT MEDICARE CERTIFIED AGENCIES ALSO NEED TO COMPLETE
If your want to bill Medicare or Medicaid then you will need to obtain a National Provider Identifier (NPI) Number https://npiregistry.cms.hhs.gov
1) * ACCREDITATION Optional in some states & NO Option in various states. *(Depends upon states work load and Federal rules etc.)
Call your state Licensing Department to find out the latest information. Ask if you have a choice on having to go accredited or not.
If you have to go through an Accreditation Organization like ACHC or CHAP, you would contact them at this time to start their process and to get ready for their survey. ACHC is the most popular with our clients because it has less documentation involved, the organization seems easier to work with and more affordable.
2) NOW COMPLETE YOUR FEDERAL APPLICATIONS

ONCE YOUR CMS-855A & YOUR CIVIL RIGHTS APPLICATIONS ARE APPROVED
3) YOU ADMIT 10 PATIENTS
You must have at least Seven (7) Active Patient’s once the Surveyor walks through the door.
4) THEN YOU WOULD CALL FOR SURVEY
The Surveyor will review the agency’s Employee and Patient Records, All agency documentation: Policies, Procedures, Forms, Systems, Patient Admission Pack and other agency documentation.
5) WHEN YOU PASS YOUR SURVEY
YOU WILL RECEIVE YOUR TEMPORARY ID NUMBER
YOU ALSO RECEIVE INSTRUCTIONS
You will receive instructions on how to access the (HAVEN/JHAVEN) Oasis Software to conduct a Test Transmittal. There is an Oasis Help Desk Hotline Number that will come with your instructions.
6) YOU’LL BE SENT A LETTER:
